Her research has been published by The Advocates for Self-Government, America’s Future Foundation, the American Institute for Economic Research, the Foundation for Economic Education and has also appeared in The Epoch Times, National Review, ZeroHedge, Evie Magazine, and more. Chloe has worked on marketing campaigns for clients ranging from small businesses to Fortune 500 companies and presidential campaigns. Her great interest in economics, markets, and politics was sparked by the constant media attention centered around her hometown of Elkhart, Indiana, during the peak of the Great Recession. Chloe earned two degrees from Ball State University in journalism and telecommunications. She travels frequently but maintains a permanent residence in Indiana.

As director of the Grover M. Hermann Center for the Federal Budget at the Heritage Foundation, Romina is focused on securing economic freedom, expanding opportunity, limiting the size and scope of government, and empowering entrepreneurs and workers. Heritage’s research, especially on how to keep workers connected to their workplaces and which tax relief would be most effective in helping individuals and businesses weather economic disruptions from the COVID-19 response, has had a key influence on Congress and the administration during this public health and economic crisis. She and her team produce Heritage’s federal budget plan, Blueprint for Balance, which was the foundation of President Trump’s budget, and which has had a profound influence on budgets in Congress. Often introduced as “an economist who speaks English,” for making complex topics easily understood, Romina is a sought-after speaker and panel moderator who frequently travels the United States and abroad to speak at conferences, conventions, and on college campuses. She advises members of Congress and the administration, and appears regularly in the media.

Orphe’s work has been published in CNN Business, USA Today, the Washington Examiner, the Chicago Tribune, Crain’s Chicago Business, The Wall Street Journal and Newsday. Orphe has also appeared on ABC 7 Chicago, the city’s top TV news station, and numerous radio outlets across the nation. Orphe earned a doctorate in economics from England’s University of Southampton. Before his time in higher education, Orphe interned at the United Nations Department of Economic and Social Affairs in New York, and the Cato Institute in Washington, D.C. His work at the United Nations focused on financing for development and poverty eradication.
