Position Summary

The American Legislative Exchange Council is America’s largest nonpartisan, voluntary membership organization of state legislators dedicated to the principles of limited government, free markets and federalism. This Research Manager will be the Center for State Fiscal Reform’s primary researcher to gather and analyze data on state and local financial liabilities. The Research Manager must be an innovative problem-solver who can own and execute research projects and produce high-quality work under tight deadlines. Candidates should have superb organizational skills and the ability to prioritize multiple research projects. The ideal candidate will be detail-oriented and enjoy data collection and analysis.

Essential Functions

  • Spearhead research and publications regarding state financial liabilities (pensions, OPEB liabilities and bonded debt)
  • Collect and analyze data from CAFRs and other relevant state and local financial sources
  • Assist the Center Leadership in tracking various policy proposals in the area of financial liabilities in the states
  • Ensure Center Leadership is kept abreast of all relevant policy news within the area of financial liabilities
  • As needed, respond to the feedback and questions from ALEC members and state policy experts regarding the Center’s financial liabilities research
  • Fulfill research requests for Center Leadership and legislative members
  • Write articles to be published on ALEC’s website or other media outlets
  • As needed, supervise intern(s) assigned to the Center


  • 3 to 5 years of related research or policy experience
  • Strong commitment to ALEC’s mission of promoting Jeffersonian principles of limited government, free markets and federalism
  • Detail-oriented with a penchant for data collection and analysis
  • Reliable judgment and the ability to quickly respond to tasks and requests
  • Excellent research and data collection skills
  • Working well under pressure - ability to complete assigned tasks under stressful or time-sensitive situations
  • Superb organizational skills
  • Ability to prioritize multiple research projects
  • Minimal amount of travel - approximately 10%
  • Bachelor’s degree (advanced degree in policy or economics preferred)
  • Knowledge of basic Microsoft Office tools, including Word, Outlook, and PowerPoint
  • Advanced knowledge of Microsoft Excel
